We may be talking about two different things. There are fellow SEC schools that have looser visiting/entrance requirements than UF does, but I know for a fact that this math class requirement for JUCO transfers is an SEC requirement.

I think the math class is a UF requirement, not SEC.  I can remember quite a few players that UF wouldn't admit that subsequently went to Auburn or Miss St.

As far as the SEC having more restrictive requirements than the NCAA in general, there's also a requirement to pass a certain math class that has kept us from being able to accept some JUCO transfers. I remember a LB, Larry Grant(?) that we wanted that ended up going to Ohio State when we couldn't take him. Ironically, he ended up on the losing end of the 41-14 beating we gave them in the NC game in Arizona!

Florida has only had Jake McGee from Virginia and the OL from Fordham last year as a grad transfer in football.  So the question is, which one didn't go to class?  Also, the SEC does have a process to receive a waiver to eliminate the three year ban.

I have seen several places where it is suggested that Florida is unable to take any more graduate transfers for a few years.  I suspect strongly that this is not accurate because the coach made an in-home visit with one yesterday.  Why would he have wasted the time and money to recruit someone who would not be allowed to play?
