I'm a little confused. Since this guy started school and football practice at usc this fall will he only have to sit out the upcoming season?. What is the cutoff ?

Florida is hoping to land another quarterback for 2016, and a new option has emerged for the Gators.
Southern Cal true freshman Ricky Town decided to transfer from the school Sunday. The U.S. Army All-American and Elite 11 finalist was a consensus four-star recruit in the 2015 class.
The California product flipped from Alabama to USC after offensive coordinator Doug Nussmeier left the Tide for Michigan. Nussmeier, now at UF, should make the Gators a player for Town.
Town grew close to Nussmeier during his recruitment. He worked out with Nussmeier at Alabama's 2013 summer camp and committed shortly afterward, prior to his junior year of high school.
"With the success of coach Nuss … I just wanted to be a part of it," Town told Rivals.com after his decision. "I loved how he coached me and took me under his wing the three days I was there (at camp)."
Nussmeier was Town's primary recruiter and built a strong bond with him over the next year and a half.
" I talk to Coach Nuss regularly," Town later told Rivals. "I usually talk to him once a week after the games. We talk about the games and school. My relationship is pretty good with him. I enjoy him as a person. He is a great person and great coach. We just keep building that relationship."
Their relationship caused Town to change college destinations following Nussmeier's departure from Alabama. With Town searching for another school again, their relationship will likely make Florida a contender for his services.
Town also has the ideal makeup and measurables (6-3, 200) that Nussmeier and UF coach Jim McElwain want in a quarterback. They've been aggressively looking for signal callers since their arrival in Gainesville, and Town could very well be their next target.
If Town transfers to an FBS program, he'll sit out a full season and have four years of eligibility remaining. The Gators currently have Kyle Trask pledged for 2016 and a 2017 commitment from Rivals100 QB Jake Allen.
