There was some speculation UCLA was the hold up. That Kelly wanted to see their offer.
But, I don't think that ever occurred. I've also heard the announcement will be Monday.

Since I posted that I expected Chip Kelly to be announced as the new football coach prior to the UAB game I wanted to follow up, so it wouldn't look like I was hiding. :)
My sources are still extremely confident that he will be hired by UF. The speculation on the hold up mostly centers around issues with the money he is currently receiving from his former NFL employers, and how that could be affected if he is employed as a coach during the 2017 season.
I am hearing that UF is presently vetting the list of his proposed assistant coach hires.
The expectation is that this hire will now be made official and public after this weekend's game, either on Sunday or Monday.
As always, we shall see...
