I read one article that indicated that Kelly's 49er contract has a $5 million payout that he will earn if he does not accept a new coaching job until after the college or pro team that he joins has ended its season.

Since our season (and UCLA's) will be over on Saturday, it would not be prudent for him to accept a position with UF or UCLA before then. 

I suspect that that is the reason for the delay, not Kelly being torn between UF and UCLA.
