Two different schools. Jackson State is in Jackson, Mississippi. Jacksonville State is in Jacksonville, Alabama.

Either way, a troubling sign when it comes to recruiting.

There are no guarantees that an ineligible player will ever become eligible. If they do, then their recruitment reopens and they can sign with another school.
