Joe, IIRC, brought it to the attention of campus police. Under Pennsylvania law, Penn State campus police are full-fledged law enforcement officers.

Unforunately, between campus police and the administration, it was swept under the rug. 

That said, one could argue that Joe did bring the matter to attention of law enforcement officials.
