I would take it to mean airfare, lodging, etc was received by others connected to him.
His portion was only $270.00. That was probably the cost of a cell phone and a Miami jersey.

How can "free cellphones and service, airfare, lodging, meals and apparel" be worth only $270?
If the other items weren't violations, why include them in the report.
If they were, why wasn't restitution ordered?
